The Nilgiris District Administration

The Nilgiris District comprises six Taluk viz., Udhagamandalam (Ooty), Kundah, Coonoor, Kotagiri, Gudalur and Pandalur. These taluks are divided in to four Panchayat Unions viz., Udhagamandalam (Ooty), Coonoor, Kotagiri and Gudalur besides two Municipalities, Wellington Cantonment and Aruvankadu Township. The District consists of 56 Revenue Villages and 15 Revenue Firkas. There are two revenue divisional in this district viz., Coonoor and Gudalur. There are 35 Village Panchayat and 13 Town Panchayat in this district.

  2. Multi Use Zone: (MUZ): Construction is limited to maximum 7 meters height which includes ground plus one floor
  3. Primary Residential Zone( PR): Minimum land requirement is 2.5 cents and maximum built up area can be 2400 square feet
  4. Primary Vegetative Zone (PVZ): Approval will be given for minimum 6 cents of land
  5. Wooden Zone( WZ): Only 30 % of land can be used for construction
  6. Economical Weak Zone:

Construction can be done ground plus one floor and approvals from the village panchayat take approximately 10 – 15 days

Is it easier for NRI’s to acquire property in and around The Nilgiris?

Recently the Indian government has recognized the demands of the NRI to own property in India. It has become much easier to buy property for the NRIs. The new act FEMA ( Foreign Exchange Management Act) has made a some updates on acquisition of property and sale of property. Things have improved for NRIs and this is the right time to invest. Pretty soon there will not be enough land in main areas, Especially in Ooty, it will be very difficult to find a property and day by day the price is going up.

Few things to do before you buy a Property
First of all you should know your realtor. A realtor should be your friend whom you feel comfortable and trust worthy. Do your home work before dealing with the Realtor. Find out if they are trust worthy and ask for references if possible. Find out if their previous experience and ask a lot of questions. Also know who the owner of the property is and get to know and talk to them directly about more details. Once you decide on a particular property ask for Paper work. Send it to your Attorney or someone who is familiar with paper work. A good seller will have all the documents ready for inspection. It is advisable to run the paper through a property lawyer. Check for the Title Deed, verify and make sure the Title is in the name of the Seller. Verify if the land is under any legal disputes. The Encumbrance certificate for the past 13 years should be verified. Check how many owners are there for the property.

 The Process of buying a Land:

 

The first step of actually buying the land is to draft an agreement between the parties involved in the transaction. This agreement has to be made on Rs.50 stamp paper. 

The agreement should cover the following basic things:

  • Agreed cost of the land between seller and buyer
  • Advance amount given by the buyer
  • Time span in which the actual sale should take place
  • What procedure has to be adopted if any of the parties default on the agreement
  • How the losses have to be covered if any of the parties default
  • Particulars of the land

    1. Title deed, Prepare a Title Deed with a Document Writer or with an attorney
    2. Registration: The land is to be registered in a sub registrar office.
    3. The expenses involved during registration include Stamp Duty, registration fees, Document writers/lawyers fees etc.
    4. The Expenses: The stamp duty will depend on the cost of the property and varies from location to location. 2% will be charged as the registration fees. Document writer’s fees also depend on the cost of the property and vary with individuals. There is a percentage prescribed by the government as Document writer’s fee.

The Nilgiri Hills were part of Chera Empire in ancient times. Later it fell into the hand of ganga dynasty, and then Hoysala empire under king Vishnuvardhana in the 12th century. They then became part of the Kingdom of Mysore of Tipu Sultan who later surrendered them to the British in the 18th century.

John Sullivan, the British governor of neighboring Coimbatore province, liked the climate of this forested land, and occupied it by taking land from the native tribes (Toda, Irumba and Badaga); often buying up many square kilometers in a day for the price of a few meals.

The hills were developed rapidly under the British Raj because they were almost entirely owned by private British citizens, unlike the rest of India. Ooty served as the summer capital of the Madras Presidency, and had winding hill roads and a complicated rack railway system built by influential and enterprising British citizens with venture capital from the Madras government.

It is believed the Blue Mountains appear so because of the vast Nilgiri forest surrounding them.

Ootacamund , The Queen of Hill Station

Ootacamund or Udagamandalam (the Tamil version of the original name) rightly described as “Queen of Hill Stations” by Pandit Jawaharlal Nehru, now sprawls over an area of 36 sq km with a number of tall buildings cluttering its hill slopes.

It is situated at an altitude of 2,240 meters above sea level. Though the march of brick and mortar has laid waste its thick sholas which one saw in a bygone era, it still woos people from all over India as well as foreign countries right through summer, and sometimes in the winter months too.

An added attraction for the tourists to Udagamandalam is the mountain train journey on a ratchet and pinion track which commences from Kallar, near Mettupalayam and wends its way through many hair-raising curves and fearful tunnels and chugs along beside deep ravines full of verdant vegetation, gurgling streams and tea gardens.

The scenery, as it unfolds during the trip, is breathtaking, awe-inspiring and fantastic. One can notice a marvelous change in vegetation, as one goes from Kallar to Coonoor. At Kallar it is tropical and at Burliar-the next bus-stop as one proceeds from Mettupalayam-it is sub-tropical. Near Coonoor, it is humid with pines, blue gum (Eucalyptus globulus) and cypress trees. As we go from Ooty to Gudalur, the change in vegetation is striking. What a splendid interaction between climate and vegetation ! It is therefore very appropriate that Mount Stuart called the whole road leading to Ooty from Mettupalayam, “One long botanical debauch.”

Tourism Industry

Located in the mountainous range called the Blue Mountains or Nilgiris, Ooty draws a large number of tourists every year. The weather is quite pleasant at a mean of 15 to 20 °C (59 to 68 °F) year round, dropping to lows of 0 °C (32 °F) during winter. The hill town suffers from rampant commercialization and various other ecological and infrastructural issues.

The landscape is marked by rolling hills and plateaus covered with dense vegetation, tea gardens, and eucalyptus trees. Many portions of the hills are preserved as natural reserve forests, and special permits are needed to camp outside of campgrounds. Ooty is more of a focal point of attraction for tourists, who also undertake auto tours of the surrounding countryside.

The hilly region also houses smaller towns like Coonoor and Kotagiri. These towns are less than an hour’s drive away from Ooty and enjoy the same climate, but have fewer tourists and cheaper prices.

Ooty

Ooty sometimes abbreviated to Udhagai Tamil: is a city, a municipality and the district capital of the Nilgiris district in the South Indian state of Tamil Nadu.

Ootacamund is a popular hill station located in the Nilgiri Hills. The origin of the name Ootacamund is obscure, but “mund” is the Badaga word for a Toda village, and it is probably a corruption of the Badaga name for the central region of the Nilgiri Plateau. Another likely origin of the stem of the name (“Ootaca”) comes from the local language Tamil where “Otta-Cal” literally means “Single Stone”. This is perhaps a reference to a sacred stone revered by the local Toda people. Udhagamandalam is a more recent official Tamil name for the town. Ooty stands at an approximate height of 7,440 feet (2,268 metres) above sea level.
